Woman, 71, Killed Crossing Columbia Pike

A 71-year-old woman was struck and killed crossing Columbia Pike on Thursday evening, a Montgomery County police statement said.

Elaine Rowena Allen, 71, of an unconfirmed address, died after she was hit by a van driven by Carter L. Cockrell, 75, about 6:40 p.m. near Hillwood Drive, police said.

Cockrell, of the 4600 block of 9th Street in Washington, was traveling south in a 2010 Ford E250 van on Columbia Pike, police said. He remained at the scene.

Collision Reconstruction Unit detectives continue to investigate the circumstances of the collision, including the victim’s direction of travel and whether one or more other vehicles hit her, police said.

On Nov. 1, County Executive Ike Leggett unveiled his two-year Vision Zero plan to eliminate traffic and pedestrian fatalities. Since that event, two other pedestrians have been struck and one killed on Montgomery County roadways.
