Police Move Hoggle Missing Children Case to Homicide Investigation
Montgomery County Police are gathering evidence investigating the missing Hoggle children case now as a homicide investigation.
Capt. Darren Francke, director of Major Crimes Division, told members of the media Monday morning at a news conference held at the Public Safety Headquarters in Gaithersburg that his investigators are transitioning the missing persons search to a homicide investigation as new charges are expected to be filed against mother Catherine Hoggle. Hoggle remains in the custody of the Montgomery County Department of Correction and Rehabilitation and is scheduled for a bond review today at 1 p.m. in Rockville District Court. She was arrested Friday evening in the Germantown area. The children, Sarah (3) and Jacob (2) were not with her.
All this as father Troy Turner said he believes his children are still alive and with someone.
“She’s making choices that aren’t real. She’s not making good choices right now. I feel like she knows where the kids are. I believe she’s dropped them with somebody,” he said, adding that a reward is being offered in the case. “I just want whoever has them to bring them back to me.”
Turner said Hoggle reached out to a group called Citizens Commission on Human Rights (CCHR) is a nonprofit organization that describes itself as a mental health watchdog, responsible for helping to enact more than 150 laws protecting individuals from abusive or coercive practices. A call by MyMCMedia to the organization was not immediately returned Monday.
Francke released the following new information in the case:
- Hoggle was interviewed for 15 hours after she was arrested Friday night in Germantown
- She told police she planned to take the children but have not disclosed their location
- Police have searched 13,000 acres in the Upcounty area and now ask the public to check their own backyards and property for the children.
- In addition to two counts of child neglect and obstruction and hindering, Hoggle now faces a charge of parental abduction
- Troy Turner, the father of the two missing children, met with Hoggle in police custody and asked her at least 25 times where his children could be found
- Police said Hoggle told them she is still taking her medication
- Both Hoggle children are listed on the National Center for Missing and Exploited Children website.
Police Chief Thomas Manager said Hoggle’s phone and computer have been confiscated and are part of the homicide investigation.

Her contact with CCHR is disturbing and a potentially important clue. They are a well known anti-psychiatry, anti-medication organization with ties to Scientology. If they told her to stop taking her medications, they should be held liable.
