UPDATE: Police Say Man Killed after Lunging at Officer with Knife

UPDATED: A police officer shot a man Monday night, who had called police to report a stolen bicycle, after the man lunged at the officer with a knife, Montgomery County police said Tuesday.

As part of the investigation, investigators examined the officer’s body camera video, said a police statement, released Tuesday afternoon.

About 10:55 p.m., Richard Alexander Tilly, 28, called police to report the stolen bike, the statement said. Officer Matthew McGowan responded to 10022 Stedwick Road, Montgomery Village. Over the next 17 minutes, McGowan talked with Tilley and collected enough information to write a report about the theft, police said.

About 11:15 p.m., McGowan was giving Tilly the report number when Tilly produced a knife and lunged at the officer, police said. He was not provoked, police said.

McGowan initially began to defend himself from the attack and fell to the ground, police said.  Tilley continued to assault the officer and McGowan drew his sidearm, shooting multiple rounds and striking Tilley, police said.

The statement said McGowan immediately called for assistance, saying that shots had been fired and that Fire and Rescue personnel were needed. Other officers arrived, providing first-aid to Tilley and assisting McGowan, police said.

Tilley was taken to a local hospital where he died from his injuries. McGowan, a five-year veteran, was placed on paid administrative leave while the investigation moves forward.

The Howard County State’s Attorney’s Office is investigating the incident, following a Montgomery-Howard agreement inked in June 2015, said Wayne Kirwin, a spokesman in Howard County.

Original post: One man was killed during a shooting involving a Montgomery County police officer last night in Montgomery Village, according to a statement from the Montgomery County Police Department.

Police said it happened around 11:15 p.m. in the 10022 block of Stedwick Road while a 6th district police officer was investigating a call for a theft.

According to the police statement, the officer requested assistance reporting that shots had been fired and that fire and rescue personnel were needed. Police said first responders located a man suffering from a gunshot wound. Police said the man, who remains unidentified pending notification of his family, was transported to a local hospital where he died from his injuries.

Police said the officer who was involved in the shooting is a five-year veteran of the police department. The officer’s name is expected to be released later today.

According to a statement from the Montgomery County Police Department, the officer will be placed on paid administrative leave during the investigation.
