Small Business Specialist Dwight Deneal is the keynote speaker at Thursday’s Small Business University event at MCM’s studios. His topic is “Getting Your Business Ready for PRIME Time.”

Dwight D. Deneal works for the United States Department of Health and Human Services in the Office of the Secretary (OS)/ Office of Small and Disadvantage Business Utilization (OSDBU) as a Small Business Specialist.

In this role, Deneal advises the contracting/procurement and program officials on procurement strategies that seek to maximize small business participation for solicitations, contracts, small business subcontracting plans, and other related acquisition issues.

Additionally, Deneal facilitates, encourages, and develops small businesses as prime and subcontractors through business development outreach activities, initiatives, and strategic one on one match counseling sessions. Previous to this role, Deneal served as a Contract Specialist (1102) for both the United States Department of Education and United States Department of Navy, Naval Surface Warfare Center, Indian Head Division where he performed a full-range of contract administrated actions and business advising from determining industry and market capabilities, developing the request for proposals, soliciting request for proposals, participating in source selection, evaluation of proposals and preparing analysis for contract awards. Deneal has been responsible for awarding and/or managing over $200 million dollars for the federal government.

As a result, of his ability to provide sound business judgment around federal procurement, Deneal was asked to work on the Federal Acquisition Fellows Coalition. The Federal Acquisition Fellows Coalition (FAFC) is a cross-government wide Acquisition professional team whose purpose is to develop strategies for increasing attention on the careers of the Mid-Level 1102 (Acquisition) workforce across all federal agencies through formal opportunities to develop the skills, knowledge, abilities and experience that will allow them to move into positions of greater responsibility and/or complexity.
