Police Have Arrest Warrant for Mother of Missing Kids

UPDATED, Sept. 10, 6 p.m.- Montgomery County Police searched a wooded area off of Riffle Ford Road in Germantown Wednesday for missing mother Catherine Hoggle but turned up nothing.

Cpt. Paul Starks told MyMCMedia Wednesday investigators “developed information that she had been there recently.”  Hoggle is still missing.

UPDATED, Sept. 10, 5 p.m.- Police have obtained a warrant for the arrest of Catherine Hoggle charging her with child neglect, according to a tweet from Montgomery County Police.

UPDATED, Sept. 10, 12:20 p.m.- Police are continuing to try to find out what happened to a diagnosed schizophrenic mother and her two children who are all missing.

Catherine Hoggle, 27 and two of their three children, 2-year-old Jacob and 3-year-old Sarah Hoggle were reported missing this week and now police say they are in the process of applying for criminal charges against Hoggle.

Hoggle allegedly dropped off her son at a friend’s house and her daughter at daycare this week, but neither children was found. She went missing on Sept. 8 after she and the children’s father Troy Turner stopped at a Germantown restaurant on their way to report to police that their children were missing. Police say that’s when Hoggle slipped out of the restaurant and hasn’t contacted family since.

Thursday, police said Hoggle was captured on video in the area of Route 118 (Germantown Road) between the area of Interstate 270 and the Germantown Commons shopping center on Middlebrook Road on  Sept. 9 at about 4:30 a.m.  The children are not seen in the video.

“As of yesterday morning she was still in the area,” said Montgomery County Police Cpl. Rebecca Innocenti.

Innocenti said police have spoken with family members who are cooperating with the investigation.

“As time goes on and this information is relayed to the public the detectives become more concerned that no one has come forward to say they have the children,” Innocenti said.

She also said police are pursuing criminal charges against Hoggle but did not elaborate on the specifics of those charges.

Police provided the following  surveillance video of Catherine Hoggle at the Chick-fil-A in Germantown on the afternoon of Monday, September 8.

Police are asking for the public’s help in finding a mother who police said has paranoid schizophrenia and her two children who were last seen on Sept. 8.

Sept. 8 at about 8 p.m., Troy Turner contacted police regarding his missing common-law wife, Catherine Hoggle, 27 and two of their three children, 2-year-old Jacob and 3-year-old Sarah Hoggle. The family lives in the 12200 block of Elm Forest Court in Clarksburg.

Turner told police that on Sept. 7 at approximately 1 p.m., while he was at work, Catherine Hoggle’s father, Randy Hoggle, drove she and Jacob and Sarah to Catherine Hoggle’s mother’s home in Gaithersburg. Catherine Hoggle borrowed her father’s car, a gray 2007 Nissan Rogue SUV, and told her parents that she was going to bring Jacob to get some pizza, according to the police news release. Catherine Hoggle returned to her mother’s home after about three hours but did not have Jacob with her, according to the report. Police said Catherine Hoggle told her parents that Jacob was at a friend’s house. Catherine Hoggle then returned to her home with Sarah.

The next day at approximately 5:50 a.m., Catherine Hoggle left their Clarksburg home with Sarah and told her husband that she was dropping of the child at a daycare center, according to police. Catherine returned home at approximately 8:30 a.m. and said that she had dropped off both children at an unknown daycare, Turner told police. Turner, who works nights, said he did not know that Jacob had not returned home from his grandmother’s home the previous night, police said.

At about 2 p.m. Turner told his wife he wanted to pick up the two children but Hoggle could not disclose where they were, according to the police report. The couple stopped at a restaurant near the Germantown Transit Center at 19945 Aircraft Drive when unbeknownst to Turner his wife called police. When police arrived, Catherine Hoggle was not there and a K9 bloodhound track indicated she had left the restaurant and walked to the Germantown Transit Center.

Catherine Hoggle is described as a white female, 5’06” tall, 160 pounds, with brown eyes and shoulder length black hair. She was last seen wearing blue jeans and a black tank top. Sarah is described as a biracial female, 3’6″ tall, 40 pounds, with brown eyes and medium length brown hair. Jacob Hoggle is described as a biracial male, 3’0” tall, weighs 25 pounds, with brown eyes and a curly, blond afro.

Investigators believe that it is possible that a friend or someone known to Catherine Hoggle may be watching the children and not realize that family members and police do not know the children’s whereabouts.

Anyone with information about the whereabouts of Catherine and/or her children is asked to immediately call 9-1-1.
