Leggett Announces New Appointment to Head Office of Human Resources

Montgomery County Executive Ike Leggett today announced his selection of Shawn Y. Stokes, director of the D.C. Government Office of Human Resources, to lead the County’s Office of Human Resources.
“Shawn Stokes comes to Montgomery County with many years of human resource experience,” said Leggett. “She has forged a distinguished career planning and administering comprehensive human resources and personnel management programs and we are fortunate to have her join our management team.”
Stokes served as principal advisor on all aspects of human resources management programs for the District of Columbia government from April 2011 to January 2015.
Prior to serving in her most recent position, for two years Stokes was Chief Human Capital Officer in the Office of Human Capital for the Baltimore City Public Schools.
From 2005 to 2009, she was employed by the School District of Philadelphia, where she served as executive director of Employee Entry for two years, then senior vice president in the Office of Human Resources for one year, and, finally, as chief of staff and deputy in the Office of Strategic Partnerships in the Office of the Superintendent for more than one year.
Stokes attended Delaware State University and received a Bachelor of Science in Accounting and Business Administration. She received a Master of Science in Engineering from Connecticut State University.
OHR has a staff of 76 and a current budget of $7.7 million.
Stokes’ appointment is subject to confirmation by the Montgomery County Council.
