County Council: The council’s agenda includes a discussion about a bill to limit lifeguards at certain hotels and motels, a review of the county’s efforts to build an “innovation economy” and a hearing on the Rock Spring Master Plan. The meeting, at the Council Office Building, starts at 9:30 a.m.

4. Juvenile Justice Panel: The 34-member Commission on Juvenile Justice meets starting at 7 p.m. at 401 Hungerford Drive, Rockville. Among its duties, the commission evaluates state- and county-funded programs and services that serve juveniles and families involved in the juvenile justice system.
