County Council Meets

The Montgomery County Council on at 9:30 a.m. on Tuesday, Oct. 23,  will hold a worksession on the 2012-16 Subdivision Staging Policy and resolution to amend School Facility Payment rates. The Subdivision Staging Policy, which was formerly called the Growth Policy, sets the rules regarding transportation and school availability for proposed new developments.

The Council’s regular general session will begin at 9 a.m. in the Third Floor Council Hearing Room of the Council Office Building at 100 Maryland Ave. in Rockville. The Council’s morning and afternoon sessions, and three afternoon public hearings scheduled for 1:30 p.m., will be televised live by County Cable Montgomery (CCM—Cable Channel 6 on Comcast and RCN, Channel 30 on Verizon). The broadcasts also will be streamed through the County Web site at www.montgomerycountymd.gov. The sessions will be rebroadcast on Friday, Oct. 26, starting at 9 p.m.

The morning session will include the presentation of a proclamation recognizing Food Day 2012. Another presentation will honor World War II veterans John H. Chaney and Charles Frazier. The lifelong friends from Northern Montgomery County were members of the first group of black Marines, a unit that in June was belatedly awarded the Congressional Gold Medal—the nation’s highest civilian honor.

During the morning session, a measure will be introduced for a special appropriation of $250,000 to the Maryland-National Capital Park and Planning’s Commission’s Fiscal Year 2013 operating budget for an environmental, economic and traffic analysis for the Clarksburg Master Plan concerning the Ten Mile Creek Watershed. The study precedes consideration of proposals to develop portions of the watershed area in the northern part of the County.

Two of the public hearings at 1:30 p.m. refer to the County’s intent to expand its bicycle sharing program. Proposed Bill 25-12 would allow impact taxes on development to be used to establish bikeshare stations. Zoning Text Amendment 12-14 would allow a building permit to be issued for a bikeshare facility without a requirement for conformance to an approved site plan.

At 1:45 p.m., the Council, sitting as the Board of Health, will hold its annual meeting with the County’s Commission on Health. The commission’s report will focus on its activities of the past year.
