Montgomery County Executive Marc Elrich delivered his first State of the County Address on Tuesday in front of a packed room at the Silver Spring Civic Center. In a wide-ranging speech, Elrich unveiled his budget, discussed economic development, racial equity, affordable housing, climate change and much more.
