Montgomery County Police Captain Paul Starks says a county police officer followed protocol in the investigation of a non-emergency call that reported two unattended children in Silver Spring on April 12. Starks said in this MyMCMedia Extra that his officer was “concerned that a homeless man was eyeing the children” at the scene.
