I don’t understand why, once the dispatcher sends a police car to the scene, she does not inform the citizen/caller that this has been done. While I understand that she may be trying to keep a witness on the phone to elicit more information, she comes across to the caller (and the listener) as inept and disorganized. Both callers seemed to be putting themselves at risk in calling the police — and the dispatcher seemed to be pursuing an adversarial relationship. Instead of helping them to cooperate, she put them on the defensive.
