Police Arrest Karate Teacher on Sexual Offenses

Montgomery Police are investigating the allegations of sexual offenses involving a former aikido karate teacher and several of his former students and are concerned there may be more victims.

Police arrested Jorge Raul Allica, also known as George Paul Allica, 56, of the 3700 block of 13th Street NE in Washington D.C., on Jan. 29 in connection with multiple charges of sexual offenses.

The investigation began September 18, 2014, when police say they learned that a former aikido karate student of Allica’s at the Aikido Dojo of Washington, D.C., was allegedly victimized from 1984 to 1994. Police said the investigation revealed that Allica allegedly engaged in inappropriate sexual contact with the male victim who was a minor for most of the time. Allica tutored and coached the victim in another sport and an academic subject as well. The alleged incidents occurred at Allica’s home, then in the 8600 block of Flower Avenue in Silver Spring as well as the victim’s previous home in Chevy Chase.

During this investigation, an additional victim was identified and detectives believe that there could be more.

Allica was an instructor at the Aikido Shobuken Dojo of Washington, D.C. on Butternut Street N.W. Washington, D.C. between 1983 and 1994. He also was a teacher in Prince George’s County Public Schools between 1989 and 1991.
