Montgomery Council Committees Meet on March 31

The Montgomery County Council’s Planning, Housing and Economic Development (PHED) Committee will meet jointly at 2 p.m. on March 31, for a worksession on proposed Zoning Text Amendment (ZTA) 14-01 that would require the establishment of charging stations for electronic vehicles. The worksession will address several potential changes in the ZTA since it was first introduced.

The PHED Committee, which is chaired by Nancy Floreen and includes Councilmembers Marc Elrich and George Leventhal, will meet in the Seventh Floor Hearing Room of the Council Office Building at 100 Maryland Ave. in Rockville.

ZTA 14-01 is part of a package of energy and environmental measures recently introduced by Councilmember Roger Berliner. The potential changes in the ZTA since it was first introduced include having one charging station for every 100 spaces in a parking facility rather than having one station every 50 spaces.

The PHED Committee also will hold a workstation on the proposed Fiscal Years 2014-15 County economic development strategic plan.

At 1:30 p.m. in the Third Floor Conference Room, the Government Operations and Fiscal Policy (GO) Committee, which is chaired by Nancy Navarro and includes Councilmembers Cherri Branson and Hans Riemer, and the Transportation, Infrastructure, Energy and Environment Committee, which is chaired by Councilmember Berliner and includes Councilmembers Floreen and Riemer, will meet on a proposed exchange of land concerning the Gude Drive landfill in Rockville. During the operation of the landfill, waste was unintentionally placed beyond the landfill property onto an adjacent strip of land owned by the Maryland-National Capital Park and Planning Commission (M-NCPPC). The County wants to move ahead with an exchange of 16.5 acres of M-NCPPC land that became a waste disposal area for two nearby parcels (totaling 17.1 acres) that the County owns and that were not impacted by waste operations.

The meeting will be televised live by County Cable Montgomery (CCM—Cable Channel 6 on Comcast and RCN, Channel 30 on Verizon). The broadcast also will be streamed through the County Web site at:

At 2 p.m., the GO Committee will hold a worksession regarding cyber security events currently in the news that led to committee questions about the County’s progress in this area. Representatives of the Department of Technology Services will answer questions from Councilmembers.
