Hogan Signs Executive Order to Address Multigenerational Poverty
In an effort to help break the cycle of multi-generational poverty, Governor Hogan signed an executive order on Thursday to establish a multidisciplinary commission to study the a public policy initiative titled, “The Two-Generation Approach,” according to a news release.
Two-Generation or “Two-Gen” Approach is an initiative that focuses on creating opportunities for children and their parents together.
According to Hogan’s executive order, 42 percent of children who grow up in poverty or low-income families experience economic hardships as adults.
The new commission established under Hogan’s executive order will develop recommendations on how the state can link programs and services to break the cycle of poverty for parents and children in the areas of education, economic stability and family engagement.
“Since day one, our administration has been committed to pursuing the best ideas, no matter which side of the aisle they come from,” Governor Hogan said in a statement. “This commission will look at the potential benefits as well as the obstacles to this type of collaboration, in which the state provides services simultaneously for a family as a whole rather than for the adult and child separately.”
The commission will be comprised of state officials, including representatives of the Maryland General Assembly, as well as state and local agencies.
Governor Hogan will also appoint five members, including one parent with experience in child welfare advocacy and community action partnerships.
The committee will have until Dec. 2017 to submit an interim report and the final report will be due to the governor by the end of 2018.
