Halpine View Apartments Will Preserve Affordable Units

Redevelopment will not threaten affordable housing in Rockville’s Halpine View Apartments due to a county agreement to preserve its 564 affordable units.

Any redevelopment of the apartments must include a one-for-one replacement of market-affordable units with income-restricted affordable units, County Executive Marc Elrich explained during a press conference at the apartment complex Thursday. The units must be of comparable size and residents must be offered the option to continue living there after redevelopment.

The agreement expands on a “no net loss” affordable housing requirement the county council adopted in 2019, the county said. Additional units would also be built.

“Here at Halpine View, the county transferred two acres of county-owned land to the apartment property,” Elrich said. “In return, any future development here will include not only additional market-rate units, but 30 MPDUs [Moderately Priced Dwelling Units] with 60% of those MPDUs affordable to renters with incomes of 30%, 40% and 50% of area median income.”
