Frosh Calls For Surge Reserve (Video)

During the July 19 Pepco debriefing, State Senator Brian Frosh proposed a “surge reserve” to train retired utility workers to help restore power after storms such as the June 29 derecho. His proposal involves using “big fines” imposed on Pepco to fund training for retired utility, military and others with the basic skill to help restore power. Take a look.
