1. Governor Hogan is expected to sign Noah’s Law and several other bills into law today.

2. The Montgomery County Council will reach a preliminary agreement on the County’s Fiscal Year 2017 operating budget and the Fiscal Years 2017-22 Capital Improvements Program (CIP). The Council session will begin today at 9 a.m.

3. Susan Bierly will headline MCM’s Small Business University from 7 to 8:30 a.m. You can watch the event on our livestream here.

4. The interim Wheaton Library opens today in the grand ballroom of the Wheaton Volunteer Rescue Squad building located at 2400 Arcola Avenue.

5. U.S. Rep. John Delaney will host a Military Academy Night workshop for students and parents from 5:30 p.m. to 7:30 p.m. Representatives from the U.S. Naval Academy, U.S. Military Academy, the U.S. Air Force Academy and more will be on hand to answer questions. The event will take place in the cafeteria at Gaithersburg High School, which is located at 101 Education Boulevard.

ICYMI: Luis Reluzco, the man charged with hitting and killing Montgomery County Police Officer Noah Leotta, pleaded guilty to vehicular manslaughter on Wednesday.
