Here are five things to know today, Feb. 23, in Montgomery County:

1. Gaithersburg, ranked as the number one diverse city in the country, doesn’t need to become a “sanctuary city” because Gaithersburg is a “welcoming city,” Mayor Jud Ashman says.

2. A portion of the redevelopment of Bethesda’s Westbard neighborhood comes before the Montgomery County Planning Board. Opponents of the plan are expected to attend the meeting, particularly to prevent development on an African-American cemetery. The planning board meets at 9 a.m. at its offices at 8787 Georgia Ave., Silver Spring.

3. Need a laugh? An hourlong LaughingRx workshop starts at 12:45 p.m. at the Benjamin Gaither Center, 80A Bureau Drive, Gaithersburg.

4. County Executive Ike Leggett meets with his Howard County counterpart, Allan Kittleman, from 8 a.m. to 10 a.m. in Columbia.

5.  The Hogan administration is accepting bids for the Watkins Mill Interchange. But the so-called road kill bill could prevent the project from proceeding.
