1. Montgomery College has an open house and ribbon cutting to celebrate the completion of the Science Center West Renovation at 9:15 a.m. Thursday. County Executive Ike Leggett and County Council President Roger Berliner will speak.
2. The Montgomery County Planning Board meets at 9 a.m. at its offices at 8787 Georgia Ave., Silver Spring. The board is schedule to hold its fourth work session on the Rock Spring Master Plan. The agenda is here. It will be live-streamed here.
3. A Black History Month Celebration begins at 11:30 a.m. at the F. Scott Fitzgerald Theatre, Rockville Civic Center, 603 Edmonston Drive, Rockville.
4. The Montgomery County Council’s Government Operations and Fiscal Policy Committee meets at 9:30 a.m. to discuss a bill that would create a 20 percent property tax credit for county residents who are 65 years old and older and have lived in the same home for 40 or more years and the home is assessed at no more than $500,000.
