Here are five things to know today, April 19, in Montgomery County:

1. Gov. Larry Hogan will be in Potomac to announce the $100 million I-270 Innovative Congestion Management Project and identify the winning design-build team.

2. The BioHealth Capital Region Forum starts today at 9:30 a.m. at MedImmune in Gaithersburg to spotlight prominent biotech businesses in the region.

3. The Montgomery County Council will hold a town hall meeting at 8 p.m. on Wednesday at the Long Branch Community Center. Residents will be able to express views, and ask councilmembers questions on schools, public safety, immigration policy and lessons learned from 2016 apartment building fire.

4. The Woman’s Democratic Club of Montgomery County hosts a discussion on “Civic Activism: Combatting Intolerance.” Lucas Wright, a researcher with the Dangerous Speech Project, and school board member Jill Ortman-Fouse will lead the discussion, which starts at 7 p.m. and will take place at Courtyard Chevy Chase, 5520 Wisconsin Ave.

5. A proposed public-private partnership to build an arena in Silver Spring drew no takers, county officials said Tuesday. The arena was conceived to be the home of a minor-league sports franchise as well as a site for county high school graduations.
