Five Arrested in Armed Robbery of Gaithersburg Business

Police arrested two men in connection to the Aug. 14 armed robbery of Sweeney Building Services in Gaithersburg and four others are being charged with the Nov. 6 shooting and attempted armed robbery at the same business.

On August 14 at about 10:05 a.m., police responded to the Sweeney Building Services at 18931 Premier Court in Gaithersburg for the report of an armed robbery. According to police, Rupert Stamps,  61, of the 1000 block of 12th Street, SE in Washington, D.C. and Kervon Noel, 33, of the 3500 block of Pear Tree Court in Silver Spring entered the business armed with a handgun and a taser. Police say the two  obtained an undisclosed amount of cash. The victims were able to give police descriptions of both suspects and the vehicle used to leave the scene. Using this information, detectives began their investigation.

On November 6 at about 12:59 p.m., police responded for a call for the sound of shots fired in the area of Premiere Court in Gaithersburg. A second call was then received for the armed robbery of the Sweeney business, according to police.

Officers responded to Sweeney Building Services and found a 65-year-old man and a 75-year-old woman who had both been shot. They were transported to local hospitals with non-life-threatening injuries. The glass door to the business, that had been reported as locked at the time of the robbery, had been shot out by the suspects, police said.. Witnesses in the area stated that they saw two to three people who may have been involved. Detectives were able to follow up and began to identify suspects.

Detectives have filed charges in connection with the Nov. 6 shooting and armed robbery against the following:

  • Rupert Stamps,  61, of the 1000 block of 12th Street, SE in Washington, D.C. has been charged with attempted murder, first-degree assault, armed robbery, attempted armed robbery, conspiracy to commit armed robbery, conspiracy to commit first-degree assault, and conspiracy to commit murder.
  • Regina Mitchell, 60, of the 2000 block of Randolph Road in Silver Spring, has been charged with attempted murder, first-degree assault, armed robbery, conspiracy to commit armed robbery, conspiracy to commit first-degree assault, and conspiracy to commit murder.
  • Hazlee Narce,  48, of the 1300 block of 7th Street, NW in Washington, C. has been charged with attempted murder, first-degree assault, armed robbery, and use of a firearm in a felony.
  • Michael Robb, 37, of the 1900 block of Maryland Avenue, NE in Washington D.C. has been charged with attempted murder, first-degree assault, armed robbery, attempted armed robbery, conspiracy to commit murder, conspiracy to commit first-degree assault, conspiracy to commit armed robbery, use of a firearm in a felony, and conspiracy to use a firearm in a felony.

Stamps, was also charged in the August case with armed robbery, conspiracy to commit armed robbery, theft, and conspiracy to commit theft and Noel was charged with armed robbery, conspiracy to commit armed robbery, theft, and conspiracy to commit theft.
