Elrich Says Hogan’s Order Does What Many People Want

Montgomery County Executive Marc Elrich said Gov. Larry Hogan’s executive order to close all non-essential businesses in Maryland is basically a shelter-in-place without saying so. Elrich said it achieves what a lot of people want at this point in the COVID-19 outbreak.
