Council Approves $32 Million for Council Office Building Renovation

By a vote of 8-1 the Montgomery County Council on Tuesday approved a nearly $32 million project to renovate the Council Office Building in Rockville.Montgomery County Council Building

There was no discussion on the project before the vote Tuesday after it was introduced by Councilmember Nancy Navarro, whose Government Operations Committee recommended the project be inserted into the budget. It was not in the County Executive Isiah Leggett proposed funding plan.

In fact when Mary Beck, director of Capital Projects for the County Executive’s Office of Management & Budget, at the meeting attempted to speak about the project saying she had “lower cost options” she wanted to discuss, Council President George Leventhal would not accept comment.

Councilmember Marc Elrich, who was the dissenting vote said he agrees the building needs renovating, but said now is not the right time for the project.

“The building really needs renovation but it is not clear to me given what is happening with school construction money and uncertainly with the budget that this rises to the level of being a priority over other capital projects,” he told MyMCMedia.

Leggett in a memo to Leventhal date April 24 said in response to the council’s plan to renovate the office building, “While the council is entirely within its power to review my recommendations and reach its own conclusions, I am concerned that its work so far hasn’t demonstrated an acknowledgement that additional continuing costs must be funded without additional ongoing revenues.”
