Clarksburg Man Faces Child Pornography Charges

Maryland State Police arrested a Clarksburg man Tuesday on child pornography and distribution charges, according to police.
Mirantsoa Nirina Rabe, 24, is being held without bail at Montgomery County Detention Center, online court sources say.
Rabe faces three counts of distribution of child pornography and five counts of possession of child pornography, a state police statement said.
The distribution charges carry a maximum penalty of 10 years for the first offense and 20 years for the second offense, according to state sentencing guidelines. The first offense also can also carry a $25,000 fine. Subsequent offenses can carry a $50,000 fine.
The possession charges are misdemeanors; the maximum penalty is five years and $2,500 fine per charge.
The Maryland State Police Internet Crimes Against Children Task Force arrested Rabe at his home without incident and took him to the Maryland State Police Rockville Barrack for processing, state police said.
In January 2019, investigators from the Maryland State Police Internet Crimes Against Children Task Force began an online investigation involving the possession of child pornography. Investigators discovered a person online actively sharing child pornography files. Further investigation led to the identification of Rabe and his home in Montgomery County.
About 5:20 a.m. Tuesday, the state police served a search warrant at the home. Homeland Security Investigations assisted the investigation, and Rabe was arrested without incident, police said.
During the serving of the warrant, a preliminary forensic review of Rabe’s electronic devices revealed the presence of child pornography files, police said. The devices were seized and the Maryland State Police Digital Forensics Laboratory will analyze them.
