Arrest Made in Germantown Homicide (Photo)

Detectives from the Montgomery County Police, Major Crimes Division, have arrested a suspect believed to be responsible for the homicide of James Allen Frazier that occurred in Germantown on March 4.

Police report on March 6, Kelvin Parache, age 29, of the 1700 block of Henry Road in Rockville was arrested and charged with first degree murder and use of a firearm in the commission of a violent felony.

According to police, investigation revealed that Frazier owed Parache an undisclosed amount of money. Parache believed that Frazier was avoiding him and went in search of Frazier during the evening of March 4. Parache located Frazier in a vehicle and began following him to various locations within Montgomery County. At approximately 9:15 p.m., Frazier exited the vehicle and entered an establishment in the Flower Hill area of Gaithersburg.

Police say they believe after leaving the establishment, Frazier boarded a Ride-On bus, and arrived to the 11800 block of Oxbridge Drive, where he was located and shot by Parache.

After Parache was developed as a suspect in the homicide, detectives say they located and arrested him on March 6 in a vehicle near New Hampshire Avenue and I-495 (the Capital Beltway). Police report a search warrant was subsequently served at an address in Silver Spring that Parache was known to frequent, and items of evidentiary value were located.

Parache is currently being held without bond pending a bond review hearing at 1:00 p.m. on March 7.
