Dr. Paul Vance, Former MCPS Superintendent Dies at 83 (VIDEO)

Dr. Paul Vance, Montgomery County Public Schools Superintendent from 1991 to 1999 has died. Dr. Vance, the first African American to serve as MCPS Superintendent, always remained focused on setting high expectations for all students.
