County Council Meets on Dec. 10: An Agenda Preview

The Montgomery County Council at 10:45 a.m. on Dec. 10 will receive updates on the County’s fiscal plan and future revenue and economic indicators.

The Council’s weekly session, which is scheduled to begin at 10 a.m., will be held in the Third Floor Hearing Room of the Council Office Building at 100 Maryland Ave. in Rockville. The meeting will be televised live by County Cable Montgomery (CCM—Cable Channel 6 on Comcast and RCN, Channel 30 on Verizon). The broadcast also will be streamed through the County Web site at www.montgomerycountymd.gov. It will be repeated starting at 9 p.m. on Friday, Dec. 13.  

 In addressing the County’s fiscal status, the Council will discuss a memo from the Director of the Office of Management and Budget Jennifer Hughes that shows, compared to June 2013 estimates, current fiscal projections for Fiscal Years 2014-15 are improved, but a “challenging fiscal environment remains.” A balanced County budget in FY15 would require a 0.9 percent reduction in overall agency spending, compared to the 5.0 percent reduction projected in June. Because of State maintenance of effort requirements for Montgomery County Public Schools and Montgomery College, spending for the Maryland-National Capital Park and Planning Commission and County Government would decline by 2.4 percent.

During the session, the Council also will announce appointment of the Grants Advisory Group for FY15. The panel will review and evaluate grant applications from the non-profit community and make recommendations to the Council during the budget process this spring.

 Bill 32-13 will be introduced during the morning session. The bill, which is sponsored by Councilmembers Hans Riemer and Roger Berliner, would prohibit parking of a vehicle that is not a plug-in vehicle in a public off-street parking space reserved for plug-in vehicles. Plug-in vehicle parking spaces with a recharging station are becoming more popular as plug-in electric vehicles become more available. There is currently no prohibition on parking a non plug-in vehicle in a parking space reserved for a plug-in electric vehicle.
